Explain the dependency behind a blocked handoff
A stage control should do more than prevent a click. It should tell the user which decision is missing and how to proceed correctly.
Follow the record
Open CD-1057, whose current instruction needs laboratory acceptance. Attempt to proceed directly to production. Then review and accept the current revision as Laboratory and follow the permitted transition. Preserve the handoff note so another person can understand why the state changed.
Interpret the result
Test the blocked path and the recovery path. Record whether the user understands the current version and next owner. A modeled production state is administrative test data, not evidence that a restoration has actually been manufactured.
