Keep a delivery exception visible until it is resolved

Marking a case received merely to clear a queue would hide an unresolved delivery problem. An exception needs its own explanation and response.

Follow the record

Inspect CD-1054. Its open exception blocks receipt. Record a sample resolution, retain the original issue and complete the receipt as Clinic. Compare the event history before and after, including the responsible role and response.

Interpret the result

Measure whether the user finds the outstanding action and can explain what resolved it. Do not treat a local receipt timestamp as independent proof of courier delivery. A real handoff would need the corresponding external evidence and authorized recipient.
